Levy Funding and Employer Incentives

Apprenticeship funding is changing from 1 August 2026. The right arrangement will depend on whether your organisation pays the levy, the apprentice’s age and circumstances, and the date their apprenticeship starts.

With this in mind, Tack TMI can help you understand the options, make effective use of available funding and plan the right approach for your workforce.

Levy-Paying Employers

If your annual pay bill is over £3 million, you will normally pay the apprenticeship levy and access funds through your apprenticeship service account.

From 1 August 2026:

  • New funds entering your account will expire after 12 months.
  • The 10% government top-up on new funds will end.
  • You can transfer up to 50% of your levy funds to another business.
  • If your account does not have enough funds and the apprentice is aged 25 or over, your organisation will contribute 25% and the government will fund 75%, up to the funding band maximum.

Non-Levy Employers

If you do not pay the apprenticeship levy, you can reserve government funding through the apprenticeship service.

From 1 August 2026:

  • Training and assessment for apprentices aged 16 to 24 will be fully funded, up to the funding band maximum.
  • For apprentices aged 25 or over, your organisation will normally contribute 5% and the government will fund the remaining 95%, up to the funding band maximum.

From 1 October 2026, eligible non-levy employers may also receive a hiring payment of up to £2,000 when recruiting a new apprentice aged 16 to 24, subject to the scheme conditions.

Additional Funding and Grants

Other support may also be available:

  • Employers can receive £1,000 when an apprentice is aged 16 to 18 at the start of training, or aged 19 to 24 with an Education, Health and Care Plan or experience of care.
  • The separate Youth Jobs Grant may provide up to £3,000 for an eligible job filled by someone aged 18 to 24 who has been on Universal Credit and looking for work for at least six months.

Funding and grant eligibility will depend on the individual, the role, the employer and the scheme conditions.

What is an apprenticeship?
An apprenticeship is a paid job combined with structured training. Apprentices develop knowledge, skills and behaviours in the workplace while completing an approved apprenticeship programme.
Why consider an apprenticeship training programme?
For employers, apprenticeships help develop skills, build talent pipelines and support succession planning. For apprentices, they provide practical experience, recognised learning and a clear route for career development.
Which apprenticeship programmes does Tack TMI offer?
Tack TMI offers apprenticeship programmes across project and people management, sales and commercial excellence, business support and customer experience, logistics, transport and supply chain.

Who is eligible for an apprenticeship training programme?
Apprenticeships are available to people aged 16 and over, with no general upper age limit. For example, they can support both new recruits and existing employees, provided the role and programme meet the relevant eligibility and funding requirements.
Can an existing employee complete an apprenticeship?
Yes. An existing employee can begin an apprenticeship when it provides substantial new learning and is relevant to their role and development needs.
Who pays for apprenticeship training?
Funding depends on the employer, the apprentice’s age and circumstances, and the apprenticeship start date. Levy-paying employers normally use their apprenticeship service account, while non-levy employers may receive government funding towards some or all of the training and assessment cost.

How are apprentices assessed?
Assessment arrangements vary by programme. Apprenticeship assessment is being updated in phases, with some assessment able to take place during the programme rather than only at the end.

We will explain the relevant assessment plan to the employer and apprentice before the programme begins.
